The National Biodiversity Strategy

Since 2007 the National Biodiversity Strategy (NBS) has been the German government’s central strategy to protect biodiversity in Germany. The NBS for the period up to 2030 (NBS 2030) updates the NBS 2007 to reflect new developments and challenges in nature conservation. It also reflects new international agreements such as the Kunming-Montreal Global Biodiversity Framework and makes an important contribution to achieving the goals of the EU Biodiversity Strategy for 2030.
Action areas and targets
The NBS 2030 was adopted by the Federal Cabinet on 18 December 2024. It brings together the key issues related to biodiversity conservation in a total of 21 action areas with 64 targets under a single strategy. In addition to overarching biodiversity objectives, including species protection and ecosystem restoration, it also addresses other current issues such as urban nature, climate change, digitalisation, expansion of the use of renewable energy and a sustainable economic and financial system.
The NBS 2030 not only outlines the strategy, it places a special focus on implementation. Around 250 specific national measures are detailed in a first action plan. A review will be carried out in 2027. Further measures will be identified in a second action plan for the period up to 2030 to ensure that the targets are achieved by 2030.
Dialogue and implementation process
A newly established NBS office will support implementation on behalf of the Federal Environment Ministry and the Federal Agency for Nature Conservation (BfN) through dialogue, networking and input from experts. To achieve the targets of the NBS 2030, dialogue with various stakeholders is important. This is why the Federal Environment Ministry has been holding regular dialogue events since the NBS was adopted in 2007. These include regular national forums, various dialogue formats for specific stakeholders and on certain issues (for example with associations or on health) and NBS forums at federal state level.
NBS 2030 development process
As part of the development of the National Biodiversity Strategy 2030 (NBS 2030), the Federal Environment Ministry, together with the BfN and many other stakeholders, initially drew up a proposal for a list of targets and measures. This draft list of targets and measures for the NBS 2030 was presented to the public from 15 June to 9 July 2023 and discussed in an online dialogue.
The online consultation met with great interest and can be considered a success. The many comments and opinions received were evaluated and taken into account in the further development of the NBS 2030. The strategy was then coordinated within the Federal Government.
